High visibility is the only PPE whose function depends on someone else seeing it. The criterion is not preference: it is the class, defined by how much fluorescent material and retroreflective tape the garment carries.
The usual reference is ANSI/ISEA 107. Class 2 covers yards, docks and industrial settings with moderate traffic; class 3 — with sleeves — is what corresponds to roadways, low light and high traffic speed. Putting class 2 where class 3 belongs is a common audit finding.
